Here's how you set up German as a second language on your computer in Windows XP:
Open the "Control Panel"
Select "Regional and Language Options"
Select the "Languages" tab
Click the "Details" button
Click the "Settings" tab
Click the "Add" button
Select "German" from the "Input Languages" list
Click "OK"
Back at the "Settings" tab, click on "Key Settings"
It should tell you how to change between input languages. The default is "left alt + shift". You can change this if you want.
Back at the "Settings" tab, click on "Language Bar". Here you can set it so that it shows on the taskbar if you are in german (DE) or English (EN) mode.

Now, whenever you want to type a german character, you just have to press "left alt + shift".
For "ß", type "-", next to the number 0
for "ü", type the "[" next to the letter p
for "ö", type ";"
for "ä", type the single quotation " ' "
after you type the letter, remember to change back to english with "left alt + shift", or your y and z will be mixed up!!!
